Version 6 Crappy versions Yeah, I'm not even providing these anymore.
Yay! Skin NDSLoader with this program! Just modify the .jpg files in the .shell directory and run build.bat to create loader_NDS.bin. Older versions coming soon. (Heh, that's funny)

chuckstudios, check out EZ4skin (messy source included) - if you'd like Ill strip out the GBA skinning and you wont need to provide any special rombuildpro.rom files to replace the GBFS file at all...
PS: you are supposed to include certain stuff with GBFS as it is under GPL.
edit:/ perhaps skins should be separated into their own forums, one GBA and one NDS skins wrather than having them all under EZ3 skins...
(the EZ3 GBA skins work fine one the EZ4 kernel once some files are taken out of the mix, and the NDS skins appear to be identical for both)

@fast: I'm pretty sure it handles Photoshop, I don't personally own it but I think I saw Adobe PS data in my hex editor while working on it. Haven't tried compression levels either.
@cory: the RomBuildPro.rom is just the first half of NDSLoader, I have to release new ones for every EZManager version. I did check out EZ4skin, if you look you'll actually see me asking for an unGBFS program. I realized just as I uploaded that I needed GPL stuff, too. I'll update in a few minutes. And the filesystem used for GBA/NDS skins is different (RomBuildPro/GBFS)
EDIT 5-31-06 7:56 PM EST: Ok, the new file is up with the GNU GPL and a readme or two. Also, less than 5 hours into it and I'm changing the version conventions - this is now version 1 to avoid confusion, each new romcore added will increase a version.
EDIT #2 - same date, 8:51 PM EST: Done! Every version of EZManager (that supports NDS, duh) is supported now. The romcores directory now has each romcore as the EZManager version to help some noobs out. Happy skinning! DOWNLOAD HERE!

Yep, I do realize you posted there (you did catch my reply about GBFSep right? it'd be fairly simple to integrate that into your tool so any version of the bootloader works) - ez4 skin replaces both the rombuilder(gba) skin and the GBFS(nds) skin in the update file (which is basically, at this point, "copy /b ez4gbamenu.bin+ez4ndsmenu.bin ez4_up.bin") - so yeah, I get they are different... I guess actions speak loader then words so here goes:
Just copy the "loader_NDS.bin" file to the directory this is unzipped to and run the batch to see what I mean, I tossed the gbfsep batch adjusted source in just in case you'd like it but its really not needed if you decide to use it.

FAST: my experiments with the EZ4 NDS skins show that photoshop jpg files seem to work perfectly fine, any compression level (the smaller the compression the better though, keeping in mind too that the NDS jpg lib seems to dither down to 256 colors onscreen anyway it shouldnt be an issue to "save as for web").
