i have a few questions on the ez iv
1. do you need to convert .gba to special format to run on the ez flash 4 card?
2. when it says the rom size is 256 mbit, etc... does that mean it will be 256 mb after i convert it?

also is it possible to save regularly and it will auto put it on the mini sd, like the m3 mini?

You don't need to convert the games to a special format. However you do need to use EZ4 Client to patch and copy the GBA games to your Mini-SD card.

Often a 256Mbit game isn't fully 256Mbit. Thats just the size of the cart the game came on. So the dumpers dump the entire cart, to ensure no data is lost. EZ4 Client will remove any extra junk not needed at the end of the rom.

I'm not 100% sure on that one. I believe it saves to SRam, and when you reboot it dumps the save from SRam to the Mini-SD.

No. Reading the chinese forums (which is quite difficult using auto translators) has the GBA compatibility lower than the EZ3. Although it is planned to increase it, once they've gotten the DS games going fully and made a few changes to the EZ4 Client (Long File Names are planned I believe too). Having said that, I still think it's going to be quite high, although we've had people here saying that they can't get 16Megabyte games to run.
