The template is a PSD file which can opened by photoshop amongst a few other things, the reason being simple apps like MSPaint do not support layers which can make shifting things around more difficult (shifting things around is one of the most common tasks in skin making).
Next I suggest grabbing a premade skin and looking at its contents (you will get one bundled), your skin will replace some if not all of the pictures.
For the first few skins I suggest going the screengrab route and grabbing pictures from your favourite cartoon/TV series or Film, you could also use some random pictures you have lying around).
You are going to want to resize the images and insert them into the files.

i would use that download but i cant my dad wont let me get the .net thing.........he wont let me load anything until he gets home either because he is the admin and i cant get past the block.
- Download an existing skin.
- Unzip it to somewhere on your PC. You will notice it is made up of a series of JPEGs.
- Open each JPEG in a paint program, draw on them and save over the file.
- Download and install EZ-Skinner
- Copy ezfla_up.bin to the EZ-Skinner directory
- Run EZ-Skinner and point it to your images
- Hit the "skin it" button and it will create a new ezfla_up.bin incorporating your newly created skin.
- Put the new ezfla_up.bin onto your Micro-SD and reflash your EZ4 (hold R while booting in GBA mode)

the ezskinner doesnt work when ever i open it it says "component "UNZIP.OCX" or one of its dependencies not correctly registered: a file is missing or invalid.

Vista is your operating system. The thing that makes all those fancy windows and graphics on your computer. The thing that gets rid of light bulbs and electrical switches being considered a computer.
To "get past it" you have some options:
a) backup all the files on the computer and install Windows XP
b) get another computer that has (or can be installed with) Windows XP
c) you might be able to emulate Windows XP with vmWare Workstation
d) ask your parents if the computer already has Windows XP (or Windows 2000) on it but Windows Vista is the main operating system. if they say yes, ask them to show you how to get to Windows XP (or Windows 2000)

it turns out i dont have vista also my dad let me download the paint.net thing and i got the new .net . The problem is that i cant put the plug in, in because it has a password .
if nobody can help me with the paint.net is their anyway to put the images in the right size because i did what Jinkskid said to do and i even put everthing in the right size by my self but it didnt work
