I just had an idea... Since most of the games don't use the ARM7 cpu for anything it should be possible to make a cheat bin and repackage the game right?

Basically all the ARM7 bin would do is:
loop:
write values to addresses for health, etc
jp loop

Does anyone know if there needs to be any code executed from the ARM9 to start processing the ARM7 bin?

The ARM7 cpu does do stuff in DS games. The ARM7 cpu is the only cpu which has access to the touchscreen, and also for sound as well as some other things. You could however append your code to the bottom of the arm7.cpp in a dissasembled / rom dumped game.

ndstool in its current form also has support for hooking code into ROM's (have a look at the source to it for a better explanation on how those hooks work) similar to how the Mario Kart track unlocker worked (IIRC)
