I would like to know if it's possible to dump an entire slot-2 GBA cart like the neo2-sd or TF onto another gba flash cart and run that dump??? Is it also possible to dump a slot-1 cart onto another slot-1 cart???? how do I do this????

it is possible, but your questions are very broad. to dump ds/gba carts, you need to buy the equipment which costs a fair amount. just download the roms you own of gba. for the slot 1 cards, they can, but you cant run alternate firmware on them because they have different hardware specs (as for the R4DS/M3 simply, a soldering job is needed)

It either comes as custom hardware or as a DS slot to GBA slot (and apparently GBA flash switch GBA real switch GBA flash switch GBA real ....... affair, read the link)

As for running a different carts OS/loader: an OS is by nature a low level bridge between the software and the cart's internals and with a few exceptions there is little cross over, here is a list of exceptions that spring to mind although as you can imagine they all are similar hardware.
R4/M3: as far as the intial batches are concerned are the same cart,
EZ3/4 loader (for some reason the EZ4 retains the EZ3 NAND access.
EZ1/2 one is the same I guess and may also work with xrom carts (same people behind neoflash).
The EZ3/4 one may run on the EZ1/2 or any other flash cart but it will not function.
Naturally SC loaders and SC clones may run but various cryptographic/lockout techniques complicate this.

You can however run a DS slot flash cart from a DS cart in an attempt to use the nopass features and boot the GBA slot without removing the cart.
