For the GBA or DS- for the DS we suggest moonshell (see just about any DS related site for a guide) which plays most audio formats (certainly your basic MP3 collection) or maybe LMP-ng but that can be tricky to get working. Moonshell also does DPG video which has several conversion tools and can run for several hours.
For the GBA it gets tricky- you can do both but it is not usually worth it. Meteo on the GBA allows for video http://www.gameboy-advance.net/video/me ... _codec.htm and http://pocketheaven.com/ph/wiki/index.php?title=Meteo Audio is best done with music player advance http://www.gameboy-advance.net/emulated ... ba_mp3.htm but that can be tricky to get working (it ships with an incomplete header which does not play well with the standard EZ4 setup, poke around this section and you will hopefully find more (alas my connection right now is a 3g one and it took about 4 goes to get this page loaded or I would have done it for you). I posted in the thread in question.
Both video and audio are limited to GBA rom size as opposed to DS stuff and as the GBA is considerably weaker things need converting. This means you will be lucky to get 10 minutes out of a 32 megabyte GBA file (and remember it is easier to use 16 megabyte files for the EZ4) and maybe three or four songs.
