does anyone know how to convert SAV files offline with a PC app without internet also that can detect a SAV type so i dont need to know where it came from
Prior to Shuny's site (others reading I am sure you know the site but http://shunyweb.info/ if not) there were several tools boasting conversion abilities although their names escape me (I do remember enough to know that none were as in depth as Shuny's site as I recall Shuny pulling apart the DSx and no$gba formats), cory1492 did some for action replay/datel formats if you poke around his site: http://nds.cmamod.com/download.html I prattled on about some save formats the other day as well if you feel like swinging a hex editor: viewtopic.php?f=8&t=15029
you can use a sav thats from an r4 on an ezflash V and vice versa. all uses the same type of sav file there is no main difference of its .sav its an .sav and nothing else and therefor can be used on any unit that uses .sav files to save.

I know the different cards use all manner of naming options (rom name in FAT, rom internal name, bastardisations of serials, list of names) and extensions (.sav, .duc, .gss, .0, .01, .2...) but as you asked
Exceptions are for things like the second daigasso game with Flash - 64 Mbit.
EZV\RAW Two types of EZ5 save- the 512K padded save used by most other cards (see below) and the savelist era which are just padded saves without the sometimes quite considerable (64kbit (8kbytes) is not a typo) padding.
CycloDS\M3\R4 As far as I was aware all three are the same (M3 and R4 certainly are) as the padded 512K save.
Ninjapass\NCard No comment as I am entirely unsure about these.
DS-Xtreme They are noted for having compressed saves (standard LZSS if memory serves- quite a thing when you consider 25 games can easily waste enough space for another game) but it is able to accept raw saves if you give them to it. I saw something about a compression tool in a few of my casual searches earlier today.
EZFlash IV See R4/padded saves but replace 512 with 256. Same with most other GBA slot era devices (pokemon was the first game to be shown to use 512K and so things changed for the upcoming DS slot devices).
No$GBA I am told it is a very odd format (one requiring at least some thought to reverse engineer) and I am unaware of any public specs on it.
Datel and the like: usually just some padding at the start of the saves, cory1492's tools are open source if you need specifics.
Oh and for the record Shuny's site runs on PHP so you likely have to have PHP running anyhow. You should still be able to run a reverse engineering exercise with it though.

okay thx fast i figured out there are 2 types of SAV and these 2 types only vary on how much padding i took FF3 SAV and converted to each type from shunys:=
CycloDS\M3\R4\No$GBA padded up with FFs CRC32:(B30EB6FF)
EZV\RAW\Ninjapass\NCard\DS-Xtreme\EZFlash IV padded up with 00s (or not padded?) CRC32:(189C3C49)
Oh and for the record Shuny's site runs on PHP so you likely have to have PHP running anyhow. You should still be able to run a reverse engineering exercise with it though.
you mean i need to create some local server on my PC to run the site?? i just tried to save the site from Firefox and IE when i try to convert offline it just tries to access itself online
really need a universal offline converter or figure out how to easily trim/pad with hex editor

couple more things too
i downloaded a Sonic Rush SAV that is 8kb it appears to be padded with FFs up to 8kb but it also contains a lot of FFs and 00s in the file
when i convert it back from a padded one (cyclo) its still 8kb again leads me to believe among EZV\RAW\Ninjapass\NCard\DS-Xtreme\EZFlash IV that some of these can have unpadded SAV files but like a ROM it MUST be padded to 8 16 32 64 128 256 512
this is where it gets confusing otherwise i could just do it with winhex convert a SAV with just winhex
